Schengen-alue

Euroopan vapaan liikkumisen alue

Schengen-alueeseen kuuluu 29 Euroopan valtiota ja niiden välillä ei ole matkustusrajoituksia eikä rajatarkastuksia. Schengen-alue on saanut nimensä Schengenin sopimuksesta, joka allekirjoitettiin 14. kesäkuuta 1985 Schengenissä, Luxemburgissa.

Alueella on yhteinen viisumipolitiikka, jonka osalta se toimii kuin yksittäinen valtio maailmassa.

Vaikka Schengen-alueella ei ole rajatarkastuksia, siellä liikuttaessa on pidettävä mukana passia tai henkilökorttia. Rajatarkastukset voidaan myös tarvittaessa ottaa tilapäisesti käyttöön. Schengen-maan kansalainen ei tarvitse oleskelulupaa, vaikka oleskelisi toisessa Schengen-maassa yli kolme kuukautta, mutta hänen on silti rekisteröidyttävä poliisilaitoksella.[1]

Schengen-alueen ulkopuolelta tuleville henkilöille myönnetään yleensä yhtenäisviisumi, joka oikeuttaa liikkumaan koko alueella.[1]

Matkustaminen Schengen-alueella muokkaa

Vaikka matkustusasiakirjoja ei tarkistetakaan rajoilla, Schengen-alueella matkustavien on pidettävä mukanaan ne matkustusasiakirjat, joita kukin Schengen-maa vaatii, ja tarvittaessa matkustajan on kyettävä todistamaan henkilöllisyytensä ja kansalaisuutensa viranomaisille. Lisäksi esimerkiksi lentoliikenteen turvallisuusmääräykset edellyttävät, että lentoyhtiöiden tulee tarkastaa matkustajien henkilöllisyys.lähde?

Valtiot voivat palauttaa rajatarkastukset tilapäisesti, jos yleinen järjestys tai kansallinen turvallisuus sitä edellyttävät. Näin teki esimerkiksi Suomi kesällä 2005 yleisurheilun maailmanmestaruuskilpailujen aikana.lähde?

Schengen-alueen tietojärjestelmä muokkaa

Rajamuodollisuuksien sijaan viranomaisvalvonnan tukena on tietojärjestelmä SIS (Schengen Information System), johon tallennetaan tietoja varastetuista tavaroista, etsintäkuulutetuista henkilöistä ja kadonneista henkilötodistuksista. Tietojärjestelmää käyttävät sopijamaiden poliisit, rajavartijat, pakolaisviranomaiset ja tulliviranomaiset. Lisäksi Irlannilla ja Yhdistyneellä kuningaskunnalla on pääsy järjestelmään.lähde?

Tietojen laajamittaisesta vaihdosta sovittiin 27. toukokuuta 2005 aluksi seitsemän maan kesken.[27] Sopimusneuvottelut alkoivat vuoden 2004 Madridin pommi-iskujen jälkeen. Kesäkuussa 2007 asiaa koskevasta niin sanotusta Prümin sopimuksesta tuli EU-säännös Schengenin jäsenmaissa.lähde?

ETIAS-matkustuslupajärjestelmä muokkaa

Vuonna 2016 hyväksytty ja vuonna 2025 voimaan tuleva Euroopan matkustustieto- ja -lupajärjestelmä (ETIAS) sallii kolmannen maan kansalaisten matkustaa Schengen-alueelle ilman viisumia[28]. ETIAS:ta on haettava etukäteen, jolloin matkustajan maahantuloedellytyksiä arvioidaan ennen saapumista rajalle[28]. Lento- ja meriliikenteessä sekä maantieliikenteessä matkustajan maahantulolupa on tarkistettava etukäteen. Tätä varten on erillinen verkkopalvelu, josta voi tarkastaa matkustusluvan etukäteen[28].

Yhdysvalloissa käytössä oleva ESTA-ennakkorekisteröitymisjärjestelmä on samankaltainen kuin ETIAS[28].
